Vancouver LMIA applications for low-wage positions are being processed again as of January 9, 2026 — but this opportunity is temporary and strictly time-bound.
The current unemployment rate for Vancouver sits at 5.9%. That single number is the reason LMIAs can be filed right now — and the reason they cannot be filed once it reaches 6% again.

Under the Temporary Foreign Worker Program (TFWP), Employment and Social Development Canada (ESDC) applies a refusal-to-process rule for low-wage Vancouver LMIA applications.
A Vancouver LMIA will not be processed if:

The CMA unemployment rate is 6% or higher on the submission date
If either condition is not met, the LMIA can be processed.

Before unemployment rates matter, employers must confirm whether the job location falls within a Census Metropolitan Area.

This confirms the job location is in a CMA, which means the Vancouver LMIA unemployment threshold must be checked.
If the result did not list a CMA, or showed only a Census agglomeration or no CMA/CA level at all, the Vancouver LMIA would not be subject to the 6% rule and would remain eligible for processing.
ESDC updates unemployment rates every three months. The rate in effect on the LMIA submission date is what matters.

Previously, Vancouver LMIA applications were blocked:
July–October 2025: 6.3%
October 2025–January 2026: 6.8%
During those periods, Vancouver LMIA applications were refused without processing.
As of January 9, 2026, the rate dropped to 5.9%, meaning:
✅ Vancouver LMIA applications can be processed
❌ This eligibility is temporary
❌ Once the rate hits 6%, Vancouver LMIA processing stops immediately
There is no exception.
