In the past, Express Entry points threshold depended on a job offer in Canada (Labour Market Impact Assessment). However, as the points come down, Canadian permanent residency is more attainable without the need for a LMIA. The lowest Express Entry cut off score seen up until now is draw 13 with 451 points drawn on July 17, 2015. Moreover, the draw dates are coming more frequently.
